The six national performance measures serve as a guide for states in meeting the goal of developing effective mechanisms to build a system of care for all children with special health needs and their families by 2010.

The six measures were developed in accordance with the requirements of the Government Performance and Results Acts (GPRA) of 1993 (Public Law 103-62). This Act requires the establishment of measurable goals for Federal programs that can be reported as part of the budgetary process, thus linking funding decisions with performance.
